On Thursday, October 2, at 12:00 p.m., the panel “Solutions for a Safer Chile” was held as part of the conference “Challenges and Strategies in Prison Systems, Border Management, and Protection of Essential Infrastructure,” which is taking place in parallel with the ninth edition of SeguridadExpo 2025.
The event was attended by advisors of six of the eight candidates who will compete in the November 16 elections: Christian Alveal (Evelyn Matthei), Raúl Leiva (Jeannette Jara), Enrique Bassaletti (José Antonio Kast), Rodrigo Vattuone (Franco Parisi), Luis Felipe Cuéllar (Johannes Kaiser), and Rafael Harvey (Marco Enríquez-Ominami).
During the debate, each candidate outlined the programmatic guidelines of their respective candidacies. Raúl Leiva proposed strengthening the Public Prosecutor’s Office and focusing on reintegration; Christian Alveal highlighted the need for greater protection and technology in ports and airports; Enrique Bassaletti emphasized investment and coordinated work at borders; Luis Felipe Cuéllar emphasized the fight against drug trafficking and organized crime; Rafael Harvey proposed transforming the National Intelligence Agency into a National Criminal Intelligence System; while Rodrigo Vattuone, representing Franco Parisi, defended a categorical limit on migration.
Moderated by journalist Viviana Encina, the panel also addressed the eventual allocation of the national budget in areas such as coercion and reintegration, and the prosecution of illicit funds, linked to the strengthening of institutions such as the ANI, the UAF, the Supraterritorial Prosecutor’s Office, and other civil control agencies.
Although differences arose regarding the importance of reintegrating prisoners, the meeting was characterized by consensus on the need for greater funding for the police, the restoration of the rule of law, security as a state issue that transcends political affiliations, and a rethinking of the role of intelligence agencies.
