The National Chamber of Private Security will host a roundtable discussion bringing together authorities and experts to analyze the main challenges posed by Law No. 21,659, a piece of legislation that redefined the regulatory framework for private security in Chile.
The SeguridadExpo 2026 trade show, to be held September 8–10 at Metropolitan Santiago, is entering a decisive phase in finalizing its content and exhibitors. With just two months to go before this year’s event, the organizers are already beginning to confirm some of the activities that will highlight the event.

One of the main highlights already confirmed is the opening day. Among the activities, the panel discussion “Challenges in Implementing the Private Security Law” stands out. Led by the National Chamber of Private Security (CNSP), it will take place at 3:15 p.m. on Tuesday, September 8. It will last approximately one hour and fifteen minutes and will provide key information on the Private Security Law, which has been in effect for just over a year.

The event will bring together Aldo Vial, a private security consultant and advisor; Hugo Ibaceta, president of the National Chamber of Private Security; as well as representatives from the Chilean National Police (Carabineros de Chile) and the Ministry of Public Security.

The roundtable discussion aims to create a space for analysis and reflection on the progress made under this regulation and the challenges the system faces in achieving effective coordination between the public and private sectors.

Among the topics to be addressed during the discussion are the regulatory and operational challenges observed during the first year of the law’s implementation; the role of the Undersecretariat for Crime Prevention and the Private Security Division; private security as a strategic component of the national security system; and proposals to strengthen public-private collaboration.

“The entry into force of Law No. 21,659 represents one of the most significant changes the private security sector in Chile has experienced in recent decades. For this reason, we felt it was essential to open SeguridadExpo with a forum for discussion that brings together authorities, specialists, and industry representatives to analyze the law’s scope and the challenges posed by its implementation,” said Rodrigo Bastidas, manager of SeguridadExpo.

What Does Law No. 21,659 on Private Security Establish?

Law No. 21,659 defines what private security is and regulates private security companies, security guards, private security personnel, and security consultants, establishing requirements for their authorization and operation.

It also specifies which entities are required to implement private security measures, based on criteria such as the risk level of their activities. These entities must develop and maintain security assessments and plans.

The law also regulates security at mass events, requiring security plans, preventive measures, and responsibilities for organizers, depending on the event’s characteristics.

Finally, it establishes a system of violations and penalties that includes fines and other measures for those who fail to comply with the obligations set forth in the regulations.

Organized by FISA, part of the GL events Group, SeguridadExpo will take place from September 8 to 10, 2026 at Metropolitan Santiago. The exhibition will bring together companies, public institutions, specialists, and solution providers to address the main challenges facing the security industry, with a focus on promoting knowledge exchange, generating business opportunities, and analyzing the sector’s challenges.
